If I switch to AP, then I've limited myself to the cruiser even if my hit rates start dropping and the battleship presents a better target. If I have multiple mixed targets, lets say a cruiser next to a battleship, then I'll stay on HE since it means I can shoot at either of them selectively and still remain effective. HE lends itself to that strategy since it has a wider range of targets. That means keeping ammo switches to a minimum and remaining agile. The reload rate is fast enough to justify taking crap shots if nothing better is immediately available. Basically, just keep the guns firing even if it means switching targets or taking less-than-optimal shots. One thing I learned with the Aoba is that, while you need to drive it ( ) like a battleship, you should shoot it like a Cleveland. Otherwise, it makes more sense to keep throwing out HE, because I can switch to other targets and remain viable. But that's only worth it if I know I'm going to have a lot of appropriate targets. If I know I've got a target rich environment with a lot of mid-tier cruisers to shoot at, I'll switch to AP.
